Northern Ireland will get new radio station on Freeview

Just reading the latest email update from UKRadio.com, where a new FM licence has been granted to U105 (owned by UTV) and I spotted this line...
U105 will broadcast on 105.1 FM to Belfast and the surrounding area,
and on the Freeview digital TV platform to all of Northern Ireland.

So if commercial radio can be regional in Northern Ireland (presumably it would be on Mux 2) what are the chances of ITV offering space to commercial broadcasters in England and Wales?
